On August 23, 2010 we submitted our TIGER II Discretionary Funding Application to the USDOT. The City of Ann Arbor received $13.9M in TIGER II Discretionary Funding for this project.

Based upon the bids received on September 2, 1011 for this project ($13,910, 335 vs. the City's estimated bid cost of $18, 117, 456) and the existing state and federal procedures for the use of their funds, the funding split on the project has been revised from the City's earlier predictions. As stated previously, the City originally predicted that it would be able to use $13.9M of Tiger II funds. However, it now appears that the City will be able to use approximately $13.3 M of the available TIGER II funding. While it is anticipated that the City will not be able to capture all the anticipated funding, the City will be able to use the maximum amount of available funding while still complying with all applicable state and federal requirements and maintaining all existing City services at their current status.

We have received letters of support for this project from U. S. Congressman John D. Dingell, U. S. Senator Debbie Stabenow, the University of Michigan, SEMCOG, and several others. Also, U. S. Congressman Mark Schauer and U. S. Senator Carl Levin are supportive of the project as well. A broad base of support for this project has been built.

The Stadium Bridges Replacement Status

All needed environmental clearance documents and permits for this project have been obtained. On September 16, 2010 the City received a Categorical Exclusion for the proposed work.

The final design of the project has closely followed that of the conceptual design that was shared with the public previously. The sketches depict the entire layout of the project, divided into three sections, A, B and C, all drawn to the scale indicated. Each section includes a plan view, or a view of the project as viewed from an airplane, and an elevation view looking in the direction specified. Highlights of the project include on-street bike lanes, a new sidewalk on the south side of E. Stadium Blvd., pedestrian connections between S. State Street and E. Stadium (staircases), handicap accessible facilities throughout the project, greatly improved storm water facilities, and several other features.

Street Reconstruction Millage

The City of Ann Arbor's Street Reconstruction Millage is essential for continuing the effort to improve the condition of Ann Arbor roads and bridges and to receive grants from federal and state programs for major road and bridge projects. With the approval of the 2011 Street Reconstruction Millage, the City of Ann Arbor will be able to continue to resurface residential streets each summer and initiate major federally-funded projects such as the reconstruction of West Stadium Boulevard, Plymouth Road resurfacing, Platt Road Resurfacing, Broadway Bridges replacement, and Huron Parkway Bridge improvements, Eisenhower Bridge Deck replacement, and E. Stadium Bridges reconstruction. Through the Street Millage the city is able to the support community's values for greater ease of travel. The City's share of the E. Stadium Bridges project is $6.23 Million, which was made possible by the Street Reconstruction Millage, which is up for renewal this November.
